15. Strengthen the protection and inheritance of historical and cultural heritage in urban and rural construction. Promote the implementation of the National Land Spatial Planning Outline (2021-2035) and initiate the preparation of a special plan for the utilization of immovable cultural relics space. Promote the protection and utilization of cultural relics in the core functional areas of the capital, strengthen the coordination and linkage of cultural relics protection and utilization in Beijing Tianjin Hebei, Guangdong Hong Kong Macao, Yangtze River Delta, Sichuan Chongqing and other regions, and pilot the construction of Chinese cultural relics themed tourism trails. Revise the "Management Measures for Museum Collections" and other regulations, and commission research on a series of cultural relic classification standards. Carry out the registration of cultural relics in the collection, and guide various regions to standardize the classification, archiving, and registration of precious cultural relics in the collection. Organize and implement the protection plan for precious and endangered cultural relics and fragile items in the collection, and continue to promote the protection and utilization of ancient books and documents such as the Potala Palace and the Kitano kyo.

19. Strengthen the identification and circulation management of cultural relics. Strengthen the construction of the cultural relic appraisal system, promote the construction of cultural relic appraisal, and jointly establish regional cultural relic appraisal consultation and cultural relic import and export review institutions with various regions. Strengthen the application demonstration of technical means in cultural relic appraisal, and enhance the training and education of various cultural relic appraisal talents. Guide various regions to regularly provide public welfare cultural relic appraisal and consulting services. Conduct joint research and supervision on the administrative law enforcement work of cultural relics markets in various regions. Guide Shanghai, Hainan, Beijing and other places to steadily implement various reform pilot projects in the field of cultural relics circulation.

4. Deepen the study of civilization history, strengthen technological innovation and talent cultivation

23. Strengthen technological innovation in cultural relics. Promote the issuance of the 'Opinions on Strengthening Technological Innovation in Cultural Relics'. Convene a national conference on cultural relics technology work and complete the selection of the eighth batch of research bases by the Cultural Relics Bureau. 32. Carry out cultural relic exchange and cooperation among Hong Kong, Macao, and Taiwan. Negotiate and sign a cultural heritage cooperation agreement with the Hong Kong Special Administrative Region government to support Hong Kong and Macao's participation in the protection and application of cultural heritage along the Maritime Silk Road. Continue to carry out cultural heritage institution exchange projects across the Taiwan Strait.

Promote the management of the entire budget execution process and establish an annual regular self-examination and self correction mechanism. Establish a dynamic evaluation mechanism for museum fund management jointly built with local governments, and calculate the subsidy funds for the free opening of museum memorials in 2023.
